Mauern triumphieren über Brücken …die Konferenz über die Belagerung wird ein Opfer der Belagerung.
 

Auf schockierende Weise findet die internationale Konferenz  des Gaza-Community Mental Health Programms (GCMHP)  „Belagerung und  psychische Gesundheit … Mauern gegen Brücken“ unter Belagerung statt. Die Konferenz war für den 27./ 28. Oktober  im Gazastreifen geplant. Doch nachdem diese akademische Konferenz seit einem Jahr geplant und vorbereitet worden war, wurde sie durch die Entscheidung israelischer Behörden -  nur 14 Tage vor Beginn  der Konferenz - den internationalen Konferenzteilnehmern den Zugang zu verwehren, in Frage gestellt.

Könnte  auf die Auswirkungen der Belagerung  ein besseres Schlaglicht geworfen werden?

Die Konferenz war als Forum für professionelle Diskussion  und wissenschaftlichen Austausch über  die Auswirkungen der Gazabelagerung auf die Kinder, die Familien und Gemeinden und über friedensmachende Bemühungen organisiert worden .  Der Plan ist, Spitzen-Fachleute und Akademiker aus aller Welt zu versammeln und Brücken des Dialogs, gegenseitige Anerkennung und Frieden zu schaffen.

Etwa 120 Teilnehmer von Universitäten aus aller Welt werden erwartet. 25 von ihnen halten Referate und teilen Untersuchungsergebnisse mit. Die Hauptthemen der Konferenz befassen sich  professionell mit der psychischen Gesundheit und mit den Menschenrechten.

Wenn Israel über die ganze Bevölkerung des Gazastreifens eine strikte Belagerung aus Sicherheitsgründen aufrecht erhält, wie behauptet wird, fragen wir uns, wie kann solch eine Konferenz eine Bedrohung für Israels Sicherheit darstellen.

Diese Aktionen stellen einen schweren Schlag gegen die Rechte akademischer Freiheit, freier Rede, Bildung und  des kulturellen Dialoges dar.

Wir sehen diese Aktion als eine Aktion an, um  die Kommunikation zu blockieren, um die Plattform für gegenseitige Anerkennung, Verständigung und  Anerkennung des Leids der anderen  zu beeinträchtigen.

Noch einmal wird bewiesen, dass Israel – auch wenn es das Gegenteil behauptet – eine Besatzungsmacht ist, die den Gazastreifen unter Kontrolle hat und die Menschen daran hindert, hinein- oder herauszukommen.

Trotz all der Herausforderungen sind wir entschlossen, diese Konferenz abzuhalten. Wir planen, dass die internationalen Gäste von Ramallah aus  und die Lokalen, die den Gazastreifen nicht verlassen dürfen, mit Video-Verbindung teilnehmen.

Wir bestätigen damit, wenn Israel uns physisch belagern kann, so kann es uns doch nicht  geistig belagern und unseren Austausch mit der Außenwelt verhindern. Trotz der ungerechten Entscheidung, sind wir entschlossen, die Konferenz wie geplant durchzuführen. Wir haben  uns  für die Konferenz  Ziele gesetzt und wollen gleichzeitig die katastrophalen Folgen der Belagerung einer zivilen Bevölkerung  bewusster machen.

Wir verlangen von den israelischen Behörden, ihre Entscheidung zurückzunehmen, und die Konferenzteilnehmer in den Gazastreifen einreisen zu lassen.

Schließlich bitten wir  unsere Teilnehmer, Freunde, Solidaritätsgruppen, Menschenrechtsgruppen und Kollegen gegen die Entscheidung zu protestieren und anzuprangern und  die andauernde  israelische Politik der Menschenrechtsverletzungen offen zu legen.

Jewish Human Rights Group Urges Harper to

Push Israel to Allow International Access to Gaza

 

Ottawa - "Israel's decision to close off Gaza to international visitors is an outrage," fumed Diana Ralph, Coordinator of Independent Jewish Voices (Canada). She was referring to the announcement by Israeli authorities that foreign participants scheduled to take part in the conference Siege and Mental Health… Walls vs. Bridges, in Gaza from the 27th to the 29th of October, would not be allowed admittance to the occupied region. "The complicity of the Canadian government in supporting the humanitarian disaster of the Gaza blockade is making the situation worse." 

 

Three members of Ralph's organization – Dr. Mark Etkin, Dr. Judith Deutsch and Dr. Jim Deutsch – were scheduled to participate in the conference.

 

"The sponsors' ability to host this conference in Gaza was dependent on the occupying authorities giving doctors, researchers and academics permission to enter Gaza to present their research and engage in cultural exchange," Ralph explained. "But the Israeli authorities have decided to block admittance to foreign participants, effectively shutting down the conference."

 

"Israel insists that it is a democracy. But by attempting to shut down this conference, its authorities have dealt a blow to some of the fundamental tenets of democracy: academic freedom, freedom of speech, education, and cultural dialogue. The government of Canada must do everything in its power to press Israel to reverse this despicable decision," Ralph concluded.

We, the conference participants, protest the decision of the Israeli authorities to deny the entry of 120 international experts into the Gaza Strip for the purpose of attending the Gaza Community Mental Health Programme 5th International Conference, in cooperation with the World Health Organisation, on the subject of “Siege and Mental Health, Walls vs. Bridges,” scheduled to take place in Gaza City between the 27th and the 28th of October 2008.

Background

 

28th of September - request for entry submitted: The World Health Organisation (WHO) representative office in Gaza submitted a request for an entry permit to the Israeli authorities at Erez Crossing, on behalf of 80 experts, mental health professionals and other health professionals, from numerous countries, including USA, Holland, Italy, UK and Canada, for the purpose of attending the Gaza Community Mental Health Programme 5th International Conference, hosted this year in cooperation with the World Health Organisation, and scheduled to take place in Gaza City between the 27th and the 28th of October 2008. 40 other academics had requested entry via other avenues.

 

The conference, titled “Siege and Mental Health, Walls vs. Bridges,” aims to describe and assess the wider mental health and health effects of the ongoing siege policy imposed by the Israeli government on the 1.4 million inhabitants of the Gaza Strip. Many of the participants had prepared presentations on their own work on violence, social stress, and poverty, as well as the mental health of children.

 

13th of October – request denied: The Israeli military authorities at Erez Crossing informed the WHO representative that all requests had been refused. No reason was given for the decision, and no specific security or other consideration was cited.

 

Response: The intended conference participants, who had already paid for their flights and arranged for their travel, decided to arrive in the region despite the prohibition, and to express protest and solidarity with their professional colleagues and with the 1.4 million inhabitants of Gaza by gathering for a rally at Erez Crossing, as well as participating in the conference through long distance video conference facilities, from the city of Ramallah in the West Bank.
